FCC One-to-One Consent Rule (2025–2026)

What the FCC’s one-to-one consent rule means for lead generation, consent collection, and outbound dialing campaigns.
Last updated: June 25, 2026

Key Rule

Consent for automated calls must be obtained specifically for one company at a time. 'Blanket consent' covering multiple unrelated sellers is no longer valid under FCC rules.

Overview

The FCC’s one-to-one consent rule took full effect on January 27, 2025. It fundamentally changed how call centres and lead generators collect consent for automated outbound calling. Previously, a consumer could check a single checkbox on a lead generation form and simultaneously consent to receive calls from dozens of unrelated companies. That practice is now prohibited.
