The National DNC Registry is the FTC-maintained federal list. You must access and scrub against it via an official FTC-licensed data access provider before each campaign. Your internal DNC list is separate — it includes anyone who has directly requested not to be called by your company specifically. You must honour internal opt-out requests permanently, even if the number does not appear on the National Registry.
Lists must be scrubbed within 31 days before campaign launch. You cannot use a scrub older than 31 days. You may call a DNC-registered number if: (1) you have a prior purchase or financial transaction with that person within the last 18 months, or (2) that person made an inquiry or application within the last 3 months. The EBR exception is immediately voided if the consumer subsequently makes a specific do-not-call request to your company — at which point they must be added to your internal DNC list immediately.
Thirty-four states maintain their own DNC lists in addition to the National Registry. Some state lists include categories not covered by federal rules (e.g., political calls are exempt from federal DNC but some states restrict them). National Registry access does not provide state list compliance. For comprehensive compliance, scrub against each state's list for every state in which you conduct outbound campaigns.
